Rags on Trees

So everyday I pass by this tree.

A tree which has random rags all over it.

Which makes me ask. Why the heck are there random rags on a tree ?

Though I don't see them too clearly, they probably are shirts torn on Holi and slung on trees/telephone wires. Fairly common Holi aftermath.
